Julio César Méndez Montenegro

Julio César Méndez Montenegro (1915–1996) was a Guatemalan academic who served as the 34th President of Guatemala from 1966 to 1970. Elected on a platform of democratic reforms and curtailing military power, he was the only civilian to hold Guatemala's presidency during the long period of military rule between 1954 and 1986.
